2008 HNA House of Delegates Report

The House of Delegates was held September 17, 2008. The delegates participated in a very democratic process The following important decisions your HNA delegates voted upon included Hawaii Nurses Association Articles of Incorporation changes and Resolutions. The following is a synopsis of those items passed by your delegates:

  1. Elections every 2 years starting in 2009 for all offices, including United American Nurses, National Labor Assembly delegates (office to commence January 1, 2010).
  2. A centralized election process to follow NLRB regulations, i.e., removal of separate district association nominations or elections, and uncontested positions.
  3. Dues authority decided at the Board of Director level; entire membership to vote on any dues increase.
  4. Removal of all language regarding ANA from the Articles of Incorporation
  5. All reference to HNA publications in the Articles of Incorporation to be changed to “official publications of HNA”
  6. Agency fee payor (Service Fee/Beck objector) language changed to reflect NLRB rulings and these non-members are ineligible to vote, run for office, be on HNA committees, or ratify contracts, etc.
  7. District Associations integrated into HNA Articles of Incorporation and directly accountable to the HNA Board of Directors, i.e., no separate bylaws for each district. All districts will follow HNA Articles of Incorporation.
  8. Eliminating of holding special elections for any vacancy on Board of Directors.
  9.  Establishing a procedure for removing an absentee Board of Director
  10. HNA House of Delegates to be held every other year.  A Special House may still be called per Articles of Incorporation.
  11. Vice President, if collective bargaining, shall also assume Chair of Collective Bargaining Committee. Collective Bargaining District Directors may participate on committee.
  12. Margaret Jones Memorial Fund removed from Standing Committees
  13. Union reinstatement fee to increase to $500.00 after a strike
  14. Communications Committee added as a Standing Committee

Resolution approved by House of Delegates include: 1) Support of the UAN safe staffing bill #2123 adhering to a nationally validated staffing and acuity system. 2) Withdrawal of organizational membership from the American Nurse Association (individual membership still available to all HNA members)

Officer, Executive Director, and Committee reports were given to the delegates for their review. The independent auditor reported on the 2007 fiscal strength of HNA financials, which showed that HNA was stabilizing. Results for recent 2008 Election (seating in 2009) were also given to the delegates.
